Prime Minister Abhisit Presents Webster Scholarships
10 selected Thai students will join World-class education.
Webster University Thailand (WUT) celebrated 10 years of successful operations in Thailand last year. WUT has been privileged and honored by having His Excellency Prime Minister Abhisit Vejjajiva announcing and granting 10 full scholarships under his name to be awarded to outstanding students in Thailand. This is truly an outstanding commemoration in recognition of their outstanding academic quality and pursuit of promoting Thailand as a hub of international education in South East Asia. Prior to this Webster University offered 94 scholarships to celebrate the 94 successful years of operations globally.
Webster Thailand, in conjunction with the Office of Civil Service Commission (OCSC), selected 10 exemplary students from all of Thailand that met Webster’s stringent standards, for GPA and English proficiency in the form TOEFL scores or IELTS, to receive this prestigious award from His Excellency Prime Minister Abhisit Vejjajiva.
On August 30, 2010, in attendance for this milestone event were His Excellency Prime Minister Abhisit Vejjajiva, the Honorable Judith Cefkin - Deputy Chief of Mission, Embassy of the United States of America, Mrs. Benjawan Salangnintara – Secretary of OCSC, and Mr. Ratish Thakur – Rector of Webster University Thailand, at Santri Maitree Building, at the Royal Thai Government House.

The US Ambassador to the Kingdom of Thailand, His Excellency Eric G John, delivered a special key note to the Royal Thai Scholars who are participating in their preparatory courses before continuing their studies overseas. The Ambassador spoke to the Scholars on “US-Thai Relations and Educational Exchange”. This was one of the final important activities to prepare the Royal Thai Scholars in Webster University’s Academic Preparatory Program funded by the OCSC, Thailand.

Though a state of emergency has been declared in Bangkok and its surrounding areas, the Bangkok Center is open. Offices in the Maneeya Center are open and traffic is flowing pretty normally. The BTS is open. However, we are watching the situation closely and we have contingency plans in place should the BTS decide to suspend its operations.
If, however, a student wishes not to attend classes this week, please feel free to do so.
We will make alternative arrangements for any missed examinations.
Webster Chaam is about 200 kms away from Bangkok and is not affected by the state of emergency. University operations are proceeding normally.

To mark the 20th anniversary of the end of the Cold War, Webster University Thailand and Chulalongkorn University organized a public forum, “Back to the Future: Cold Wars and Great Power Conflict in Asia,” on Tuesday, November 24.

To mark the 20th anniversary of the end of the Cold War, Webster University Thailand and Chulalongkorn University organized a public forum, “Back to the Future: Cold Wars and Great Power Conflict in Asia,” on Tuesday, November 24.


WUT’s International Affairs Department joined with the American Studies Program at Chulalongkorn University to consider whether the experiences of the Cold War are relevant to the changing power relationships in Asia and how the region’s international politics will look in the future. Much of the discussion focused on the evolving relationship between the United States and China.
Panelists also included representatives of the University of Tasmania in Australia, Thammasat University, and the U.S. Embassy in Thailand. A lively audience of professors, students, diplomats, journalists, and publishers presented many thoughtful questions and comments.
WUT Adjunct Professor Dr. Peter Shearman led off the first panel with a review of the lessons of the Cold War and its ending for great power politics in Asia. He concluded that while the United States and China could find themselves in a new cold war, communication, confidence building measures and security arrangements redesigned to accommodate changing power relationships could prevent such an outcome. A new U.S.-Russian cold war is far less likely, Dr. Shearman said, because Russia has relatively less power, and its interests are not fundamentally in conflict with those of the United States.
University of Tasmania Professor Dr. Matthew Sussex considered four possible scenarios for Asia’s security relationships: a new cold war, a concert of Asia, a system of regional security complexes, or a combination of them. He argued that a loose multipolar system is beginning to emerge in the region. The extent to which Asia becomes a locus for conflict or cooperation will depend greatly on the steps taken by key actors and institutions to manage the emerging security order.
Dr. Thitinan Phongsudhirak, Director of the Institute of Security and International Studies at Chulalongkorn, remembered that the end of the Cold War had librated students from the study of topics such as missile capabilities. He warned that we should not be overcome with the lessons of that period. Rather, he said, at a new juncture, we should ask whether in a world with greater global governance, we are less likely to see global conflict and more likely to see new kinds of local conflicts related to, for example, borders imposed during the colonial period.
The second panel focused on the Association of Southeast Nations (ASEAN) and its role. WUT Professor Ricardo Lucio Ortiz recalled the political changes in Asia at the end of the Cold War in a presentation entitled “ASEAN: From Dusk to Dawn.” He explained that the 1980s was period of great change in Asia as first the Philippines and then the Republic of Korea and Taiwan experienced democratization. Glasnost and perestroika in the former Soviet Union stimulated the Vietnamese withdrawal from Cambodia, paving the way to the Comprehensive Peace Settlement in 1991. Economic reform in communist Laos and Vietnam was coupled with Thailand’s call to turn battlefields into market places. By the end of this period, marked by the establishment of full diplomatic relations between the U.S. and Vietnam in 1995, a new “Asianism” had emerged, and with it, a debate on Asian values.
Thammasat University Professor Dr. Praphat Thepchatree discussed ASEAN’s role in building Asian security in the future. ASEAN must distinguish between the likely scenarios with the U.S., China, and other great powers center stage and its desired outcome, which places ASEAN at the core. One question is how the U.S.-China relationship will develop – will the U.S. remain a sole hegemon, will the two countries have a condominium of power, or will they permit a multipolar system that could include Japan, India, and the Republic of Korea in important roles? A second question is the position of ASEAN, an organization of medium and small powers. ASEAN has developed a number of relationships with great powers, but some arrangements, like the Asia Pacific Community proposed by Australia, might be too big, and others, too small. At this point, a dual track of ASEAN plus 3 (China, Japan and the Republic of Korea) and ASEAN plus 6 (adding the U.S., India, and Australia) looks to be the most likely outcome.
In his comments, U.S. Embassy Political Counselor George Kent, speaking in his private capacity, pointed out that for ASEAN to have a central role, it must demonstrate its ability to deal with key issues and to speak with one voice. ASEAN’s approach to Burma/Myanmar, the simmering bilateral dispute between Thailand and Cambodia, the disputed South China Sea, and North Korean nuclear proliferation over the next several years will demonstrate its capacity for leadership.
Margaret McMillion, Program Coordinator of WUT’s Master of Arts in International Relations program, noted that this public forum was the first that the international relations faculty has conducted with a Thai university. WUT was pleased to partner with Thailand’s oldest institution of higher learning and its distinguished American Studies Program. The public forum was also a timely opportunity to remember that the end of the Cold War in Europe affected Asia, too.
The American Studies Program will publish a monograph with the full papers presented at the forum early in 2010.

Study Abroad Programs Receive Special Recognition
ST. LOUIS, August 21, 2009 – Webster University’s Study Abroad programs rank in the top 2 percent of the more than 1,400 colleges and universities surveyed in the just-released “America’s Best Colleges” 2010 edition of U.S. News & World Report. Webster is one of just 34 U.S. institutions to share this distinction, which recognizes study abroad programs that involve substantial academic work for credit and considerable interaction with the local culture. In addition to Webster, other schools cited for their study abroad programs include Columbia University, Dartmouth College, Duke University, Georgetown University, New York University and University of Pennsylvania, according to the U.S. News report.
Overall, Webster University ranked 24th in the “Best Universities-Master’s” (Midwest) category. Nationwide, 572 universities are in the “Best Universities-Master’s” category; 142 of those are in the Midwest region. Ranking criteria include peer assessment, average freshman retention rate, average graduation rate, percent of classes with fewer than 20 students, percent of classes with more than 50 students, student/faculty ratio, percent of faculty who are full time, SAT and ACT scores, acceptance rate, percent of freshmen in the top 25 percent of their high school graduating class and average alumni giving rate.
“The U.S. News & World Report rankings are a testament to everything that makes Webster University such a great destination for students who want to achieve academic excellence,” said Webster University President Dr. Elizabeth J. Stroble. “The survey also singles out our commitment to global study and global citizenship, which is recognized throughout the United States and around the world.”

ST. LOUIS, August 17, 2009 – G.I Jobs magazine today announced the release of its 2010 list of Military Friendly Schools. Webster University received the highest honor being named as one of the top 15 percent of all U.S. colleges, universities and trade schools which are doing the most to embrace America’s veterans as students.
“Webster University has a long-standing tradition of welcoming both active duty military and veterans to its worldwide network of campuses,” said Webster University President Elizabeth J. Stroble. “Approximately one-sixth of our 21,000 students have a military connection. Some people aren’t aware that Webster University is one of the largest provider of graduate-level military education in the United States.”

Webster University's School of Business and Technology took front and center stage at The Association of Collegiate Business Schools and Programs (ACBSP) Annual Conference "Celebrating Global Diversity", June 26 - 29, 2009, in San Antonio, Texas.

It was at the conference surrounded by peers from around the world that the ACBSP announced Webster's award of initial accreditation of our business school programs.
As Webster University's School of Business and Technology's Charla Lord reports, the weekend put a spotlight on Webster for the whole world to see.

Webster University President Elizabeth (Beth) J. Stroble
Biography
Dr. Elizabeth (Beth) J. Stroble is the 11th President of Webster University. Dr. Stroble brings to this position 35 years of diverse experience as an educator and academic leader. Most recently she served as Senior Vice President and Provost and Chief Operating Officer of The University of Akron. Her higher education career has included faculty and administrative assignments at the University of Louisville and Northern Arizona University. She began her career as a teacher at Vandalia Community High School in Vandalia, Ill.
Dr. Stroble has led partnerships that engage the campus and the community. While dean of The University of Akron’s College of Education, she helped establish interdisciplinary collaborations such as the Center for Collaboration and Inquiry, the Muehlstein Academy for Mathematics and Science, and the Center for Literacy. As chair of the State University Education Deans in Ohio, she hosted the first statewide meeting for deans of education and arts and sciences.
Under her leadership, many new collaborations were launched in northeast Ohio including: the Early College High School; the BioInnovation Institute; the National Inventors Hall of Fame School’s Center for Science, Technology, Engineering and Mathematics Learning (for middle school students in grades 5 through 8); Rethinking Race: Black, White, and Beyond; the Medina County University Center; and the Confucius Institute housed on Akron’s campus.
During her tenure at The University of Akron, Dr. Stroble provided statewide leadership as a member of boards of Ohio Learning Network, OhioLINK and the Ohio Resource Center. She has served on the board for the American Association of Colleges of Teacher Education and has recently completed a term as a Commissioner of the Science and Mathematics Teacher Imperative. In St. Louis, Dr. Stroble is a member of the Executive Leadership Team for the American Heart Association’s 2010 St. Louis Campaign.
In recognition of Dr. Stroble’s exemplary leadership, she has been awarded the Northern Ohio Live’s Rainmaker Award, the Harold K. Stubbs Award for Humanitarian Service in Education, the University Park Alliance Distinguished Community Leadership Award, and the Order of the Phoenix from The University of Akron.
Dr. Stroble earned an AB in history and English from Augustana College, Rock Island, Illinois. She earned two masters of arts degrees, one in history and one in American and English literature, both from Southern Illinois University-Edwardsville. She received her doctorate in curriculum studies from the University of Virginia, Charlottesville.
